Is Paraguay's mail reasonably reliable?

Paraguay is supposed to have inexpensive electronics.  Clasipar is Paraguay's pre-eminent online advertising space.  But a quick look did not show any motherboards like the one you are looking for:

Which brings up an interesting question regarding Paraguay (or in your case, Brasil): How reliable is the mail or parcel delivery.  In some places one can count on items of value never making it to their destination.  Is Paraguay's mail service reasonably reliable?

thanks so much for the link I ll give it an eye, I d have a pick-up friend going there for the delivery plus i've never used PY regular mail serivices so really I cant tell you much about it

I would sure like to visit the Lai Lai electronics store in Ciudad Del Este.  The link asserts that electronics are very cheap there and that there is a lot of variety, even more than Brazil or the US as it is an area for market testing.
