is it possible to import a car from Japan to bulgaria as none bulgarian passport holder please?

If you have a settled residence permit - or, which will simplify the process - have a Bulgarian company, then you can.  However, you're likely to get stung for 10% import duty and 20% VAT.  You'll also need Type Approval.  You may be able to avoid the taxes but that usually involves you having owned the vehicle for at least 6 months in your country of residence beforehand.  There's no guarantee that Customs will approve the application but I don't know if they're difficult about it.

well if so I have to consider buying a car from europe, now what should I do about the residence permit?I have a business company name which the house is under the name? how does the process work please?

I assume that the "business company" you mention is just to own the property and is non-trading? If so, it's an easy process as long as you have the company paperwork handy and purchase it in the company name. There area couple of agencies who can handle the paperwork for you, and even find a vehicle for you; you pay for the service, of course, but it saves you a lot of searching.   IIRC, there's at least one which sources vehicles in the US..
