Hi I have a deposit for a condo in Bayahibe, the appt. is ready but we're waiting for the titles. The constructor has offered to go close the deal but to keep a percentage of the total amount until the province deliver the titles.

Is it a good idea ?

My understanding is title on condo units can take months and months.  Ask your lawyer for advise on holdback amount in order to take possession.

If you are buying in DR, you need an attorney in DR! The rules and process are different and a US attorney might be helpful as a second set of eyes, but I wouldn't rely on them to be able to get you safely through the process.
