Hi I have a deposit for a condo in Bayahibe, the appt. is ready but we're waiting for the titles. The constructor has offered to go close the deal but to keep a percentage of the total amount until the province deliver the titles.

Is it a good idea ?

My understanding is title on condo units can take months and months.聽 Ask your lawyer for advise on holdback amount in order to take possession.

I would love to hear more about your new home in the D.R. as I just signed a reservation letter on a pre-construction in Bayahibe and am so new at buying over seas.

If you are buying in DR, you need an attorney in DR! The rules and process are different and a US attorney might be helpful as a second set of eyes, but I wouldn't rely on them to be able to get you safely through the process.
