I'll just add, for the benefit of potential expats to Vietnam, that due to Vietnam's ever changing residency, visa, monetary, and employment rules and regulations, one would be well advised to confirm through the forum that the facts contained in our guide remain unchanged.

We just had a discussion about currency exchange laws in Vietnam in another thread:

I just looked through the Vietnam Guide and couldn't find any discussion about this very important topic for foreigners.

Hopefully the guide can be updated with easy to find information regarding currency exchange laws and restrictions on the use of foreign currency for payment in Vietnam.

"Decree 88/2019/ND-CP on administrative violations in monetary and banking activities" is the applicable law.
