I live in America. My wife is from Cebu, but has a US passport. She has lived in the US for 20 plus years. What papers do we need to live n Cebu permanently?

In case she is not a citizen of the Philippines anymore, she can reapply for the citizenship of the Philippines in the immigration. Then she has the right to stay permanently in the Philippines. As you are married with her you can apply for the 13a marriage visa to stay in the Philippines permanently.

It sounds simple but there is a lot of paperwork to be done.


The other option is to stay here as a tourist for up to 3 years. You need to renew your and her status every 2 months.  It will cost a lot more but it is very simple. Each time you leave the country, there is one month free stay and then the 3 years maximum stay start again.


Be aware that a foreigner is not allowed to buy any land. So you can rent a house, buy or rent a condo.

If you buy a condo be careful what you buy and for how much. 

For a start I would rent something for a month or two to make sure that this is the place you want to move. It is hot and humid here all year and the infrastructure is very basic.

She can use her Balikbayan Privilege allows a one-year visa-free stay in the Philippines for former Filipino citizens and their non-Filipino immediate family members (spouse and children) who are citizens of countries listed under the Philippines' Executive Order (EO) 408. To avail of this, individuals must travel together, present required documents such as a foreign passport and proof of relationship, and register for e-Travel before their flight.

for the dual citizenship, much better for her to apply in the US Philippine Embassy in the state where she reside. It’s much faster and cheaper.

Without her becoming a dual citizen you would need to apply for a Courtesy SRRV for ex-Filipinos and include spouse (you). If she wants to become a dual citizen, you would apply for a 13A visa. In both cases, papers would include application firms, fees and deposits where required, police reports, medical, marriage certificates, birth certificates, passports with 6 mo. entry visas. You will need to contact the appropriate people representing the agency fir whichever path you choose.
