Moving soon to the Philippines and I am wondering what would be the best way to make international phone calls. Whatsapp or any internet based chatting softwares are not going to be an option in my case. Anyone has experience with landline IDD, VOIPs or phonecards?

Use Skype, you can buy call credit online and it's extremely cheap even to call cell phones.

I purchased Ooma Telo VOIP, other members use Magic Jack and Vontage. While in the states I transported my landline to Ooma. So I now have a stateside phone sitting on my desk in the Philippines.
