Visa requirements

I'm trying to decide which countries are best to retire to. Thailand seems difficult with all its visa and taxation issues so I'm starting to consider Phillipines now. I'm just wondering what the process is with the deposit into a "dollar time account"?  I've never heard of such a thing here in Australia.   Do I do this before coming? Or do I come there and do once I'm there?

Waste of time. You can stay on tourist visa for 3 years via extensions. Just go that route.

Thanks for the suggestion but that's not the advise I'm looking for. I'm asking something specific. I'm looking to relocate permanently as a retiree. Besides I believe you have to renew them in major cities which could be a hassle to get to every month depending on where you are.  Also I the costs would add up.
