Homeownership in Tanzania pre 1990

If a foreigner acquired property/land in Tanzania before the 1990 Land Act, does that mean they would still be legally considered the owner post 1990 which would have prevented them from being able to acquire the propery/land? I couldn鈥檛 find anything online in regards to this

How do you know this is the case? What was the law pre 1999? What happened to all the people who were affected? I need a response from someone who is either legally trained or someone who has gone through this themselves

it happened nothing to those before 1990, actually the law has been there for a longtime ( before 1990) but the old governments didn't put much emphasis on it, so the current government is implementing now

Honestly the new government is really serious so if you have an empty land, you better do something for it because I have seen it with my own eyes聽 , people's land is taken away

And how do I know this case? actually its the same law before 1990 and after .The issue is just a matter of implementation, before 1990 they were not serious with it but now they are very seriously indeed
