Stop using proxy websites for accessing YouTube, all you got to do is enter the following in your Preferred & Alternate DNS settings:

Preferred: 8.8.8.8
Alternate: 8.8.4.4

To do this follow steps below:

1) Start>Settings>Control Panel
2) In CP, go to Local Area Connection
3) Right click>Properties>TCP/IP
4) Under Preferred DNS server & Alternate DNS server, enter the digits as mentioned above.

as Gernademan mentioned, just change your DNS settings to 8.8.8.8 & 8.8.4.4 (or any other public DNS servers)
This works on EVERY connection.
