Hi there. AAA was able to do mine. I've also heard that some Canadians have sent in the US-sized pics and Passport Canada accepted them without any problems. Anyone who used Walgreens or Kinkos had theirs rejected.
Another place to get them is Sears Portrait Studio. Also, any professional photography studio are able to do them. Just don't forget to take in the specs.
