Express entry or Quebec Certificate of Selection?

Hello. I deposited a declaration of interest back in February 2020, which effectively expired February 2021. I have again deposited a declaration of interest with the intention of emmigrating to Quebec.
However, I have come across news that Canadian is trying to boost up it's immigration numbers through express entry draws with minimun CRS scores unlike others before.

My dilemma is whether I should withdraw the Quebec declaration of interest and instead apply for Express Entry.

I have a degree, two years of working experience and am single.

Would be grateful for any advice. Thank you.

Don't forget that due to the situation, all immigration processus are longer delays...

Yes, I do understand that. I am factoring that into my decision. But my dilemma is whether Quebec has stopped inviting candidates (outside of the country) altogether or there is only a temporary halt?

Because I see that the express entry draws are still ongoing despite the covid-19 situation.
