Hi there
I would like to receive some advise about;
1- is it possible to import goods to Turkey from Iran?
2-Is there any booklet to show me Taarif No. And custom duty rates?

I plan to establish a small trade company in Turkey.

I believe that is not allowed by law here in Turkey.

Do you mean Turkey laws restrict to establish a trade company? If yes, How I can bring goods to Turkey?

of course you can establish a company and yes, turkey and iran have trade, but i cannot find any english source for you.
you better search internet for commercial lawyer to ask.

i was in logistics years ago, so i have some experience in customs too, i m sure that there are several types of paints, most probably whose taxes are calculated in accordance with the chemical formulas, so i dont have any idea, you need to find a broker.
