Iqama renewal not done

I got a friend of mine whose Iqama is not renewed for 1 1/2 years now. Thus he thinks of moving to a new employer. In that case what is the Iqama fees that needs to be paid?

A.)Is my friend liable to pay for the Iqama fees dues not paid or the new employer supposed to clear all dues of Iqama before recruiting him?

B.)Or prior year Iqama fees will be exempted and the new employer needs to pay only for current year?

It is her current company's neglect for not renewing her iqama and the penalty or punishment for that will adress to her current company, however if she is planning to transfer, her new employer should shoulder the iqama fee 2000 riyals for the first transfer, she should not be worry because its not her fault for her expired iqama and the transfer process will very smooth and easy for her
