Doha is a pretty safe place - with no real 'problem' areas like other cities often have. Cost of living will vary depending on the location however - try dubizzle or propertyfinder for an idea of cost.

Public transport can be hit and miss - but taxis are plentiful and as it costs about QR50 to go from one end of Doha to the other it isn't really that expensive to get around

Depends what he eats and drinks! You can do it cheaply or you can eat out/buy imported and spend quite a lot. Phone plans you can check out online - the main carrier is ooredoo. transport see above - a rental car will set you back about QR2000 a month.

Plenty of things to do in Doha, if he picks up a marhaba book when he gets here it gives contact details for all sort of activities
