Travel Ban and Ewa Case Conditions

I  am leaving the country by end of  july due to visa cancellation.


I have asked my landlord to adjust the security deposit to the current month's rent and paid him extra for two further incoming EWA bills.


He is asking me to pay rent or he will disconnect EWA and put me on a travel ban.


My question to you is under what conditions he can place travel ban and disconnect ewa
