Hi. This is the official website of the Ukrainian Customer Protection Agency. You can contact them.

They have a website in the English language but all you need to know is that they accept complaint via email (head [at] consumer . gov . ua)
Make sure you complaint contains your name, address, email, date of complaint.
They are obliged to reply to your complaint within 30 calendar days.
