Sep 11, 2023 — The change of address of the Citizen Card can be done on the ePortugal portal, authenticating with Citizen Card or Digital Mobile Key (CMD).

The option you mention is only valid for Portuguese citizens, and that change can be made via citizen card readers + Digital Mobile Key (CMD).

Unfortunately, you should contact the AIMA/SEF for an appointment to have your residence card reissued with the new address.

You need to take with you a proof of new address: such as rental agreement, house deed, or utility bill.
