Moving to Oslo with a small dog. Need advice

My name is David. I'm a professor teaching at a public university in New York City. I just found out that I will be spending next year in Norway. I will be based in Oslo but traveling all around Norway to give workshops on American history in upper secondary schools. I want to learn about how to bring our small (15 pound) dog to Norway, how to rent an apartment that will accept a dog, what it costs to rent a one bedroom apartment or two bedroom apartment in Oslo, about a basic budget, and any ideas about what to bring with me from America. I am supposed to arrive in August. I appreciate any help or guidance.
