Is there anyone able to offer this service "one on one" in the Bergen area please?

I have been working in Norway for around 4 years now and have not picked up anything!

I would be very flexible on times to suit the tutor, an English expat would be ideal to teach me the basics.

Are you still looking for someone to teach you Norwegian? I am a Norwegian, and - as we all are - fluent in both Norwegian and English. I only just moved to the city and am currently looking for a job. Being jobless in Norway is quite painful... so I could give you one (or more) lesson(s) a week? Let me know if this suits.
