as stated before it is quite clear that you cannot apply for a job permit your self as a TCN.

Your future employer has to apply for you and the application goes through the whole EURES  process. If , in Europe, no one else wants your job then you get it !

As a TCN you have no options! My wife had the same experience. Her employer wanted to keep her as a teacher ( native English teacher) but they were told by ETC that all Maltese speak better English than she spoke American English with Harvard degree !) So they denied her a work permit and were on to deporting her until I intervened and stopped that !

I understand procedure for NON Europeans, but they barely want to listen to anything you say at the office of foreign affairs before trying to tell you something to get you out of the building.

MY MAIN ISSUE IS HOW TO GET A JOB THAT ONLY HIRES FROM THE EMPLOYMENT TRAINING CENTER if the ETC is telling me I need an offer for work before they register me. ( Pure Garbage - When that basically contradicts the explanation of me being able to accept the position if no others take it because I never get a chance to see it without being in the system, my belief anyway ... at this moment )

Thanks for the reply Ricky but I just want to mention something about the English thing because a friend of mine here was being interviewed for a vacancy and was refused it after the recruiter told him he talked too fast, which is considered a defect. Sorry but I actually agree when using defect to describe unprofessional, suspicious, etc.

you're point is actually the reason why the English language schools in Malta prefer native English speakers or even American English speakers (in the case of my partner).

But ETC have the power to override the hiring of a non-EU English teacher.

Your example of using 'defect' in that context is a typical example whereas a better wording would be disadvantage or just plain 'minus' -)))

Why do you need to register to find a job through the ETC? I thought the main problem was finding an employer willing to put in the application for you?

The employer I want to work for ONLY hires from the Employment Training Center - from what it claims on the website ( without naming names ) but then the ETC refuses to register me without having a job offer = rubbish.

Most Maltese companies privilege (protect) Maltese people (btw., this system applies also to other countries) and so they can always find an excuse not to be able to employ foreigners (except of people with no rights who have to work for very small money and without any insurance) ...
Try to find a foreign owned company and everything will be no problem
