A key question is where they intend to live after marrying.

If your sister does not want to stay in the UK she should apply for a marriage visit visa. The process is fairly straightforward, but she would have to leave before the expiry of the visa: this visa cannot be extended, nor is it possible to exchange it for any other kind of visa within the UK.

If she wants to come to the UK and live here, she needs a "settlement" visa as a fiancee. Requirements for this include the income of her fiance (which must be significantly higher than most pensions); that a place suitable for the couple to live is available; and countless others.
