I am currently renting an apartment on the west side of Puerto Rico.  No hot water and leaking water from a ceiling fan and bathroom ceiling for almost a month.  The landlord sent someone to fix the bathroom in the apartment above, but it did not fix the problem.  Texts and calls have been made but no response.  Does anyone know if there is a city/government office that I can make a complaint?  Hot water is a necessity and I have tenant rights for this basic right.  I am also afraid of what the leaking is doing to the integrity of the building.  I am up to date on rent and have never been a problem tenant.  Who can I contact?  Can I withhold paying rent until these repairs are done?  Thank you.

Unfortunately, your only option is to move.  Because our temperatures rarely, if ever,  go below 70 degrees, a water heater has never been considered a necessity, not even by the Housing Authority.  By the way, this is the only government office that regulates and enforces rules regarding tenant/landlords issues.  However, their jurisdiction is limited to landlords and tenants receiving benefits under Section 8- Housing Assistance.

You can buy a tankless water heater that screws into the shower head at Home Depot for $75. Yes it’s warm enough most of the time without having hot water but after October it will feel good to have hot water.

I'm in Aguadilla and have a similar problem. My ceiling has been leaking into my pantry. Landlord has know since July. It's now almost November. Any advice would be much appreciated.

@photozrus You can try to use DACO ().  Let the landlord know of your intent to put a complaint through DACO since the threat of using it may trigger some urgency.  Make sure you document your looses so you can get restitution if the case to go to a DAOC hearing.  Good luck.
