Try Target or Charlie car rentals.

Hertz,  Charlie, Avis, Enterprise and Sixtet service that airport.... and i think Alamo as well and there is an off brand called FOX but i don't know anything about them.

Enrerprise at Mayaguez Mall, located in the Sears Store. They have cars at the airport. good luck

I found one!  A place in Aguadilla called ACE Rentals...  we will see how it works out!
