Yes, after inspection (if they actually do it) they give the sticker, and the paperwork... don't leave the previous years' sticker on... some do, and some nit-picky highway cops will ticket you for that... and rumor has it, they'll ticket you, if you put the new one on too soon... something about the insurance not being yet effective... I cannot attest to this, but the inspection station attendant told me this, last year.

I can give you a partial answer.  Yes, someone else can get the car inspected for you. I know, because someone did it for me.

Anybody can have the car inspect for you. And you can buy the sticker at some gas stations but only if the expiration is on  the following year. I could not buy my sticker at the gas station I have to go to the (main office) Obras Publicas, to get it. The reason the gas stations only have stickers that expire 2017. (Go figure) if you are in Mayaguez area it is better to go to San Sebastián,  less people, better service.
