Panamanian Citizenship

To Whom ever will respond;
Yes, I am a newbie of sorts, I have lived in Panama before back in 1950, my Father was responsible for the ammunitions dump deep in the jungle with the Navy. We lived on the Navel reservation, I was only three years old at the time.
That's the first connection to the Canal Zone, in a way I have a second connection, my Great Grandfather an immigrant from Scotland, he was the chief Grounds Keeper for Elihu Root's Estate and lived on the property in up State NY, Root worked for President Teddy Roosevelt and when Teddy and his staff came to visit for official reasons. Teddy would always stop/stay for a bit at my Great Grandfathers home, sometimes for lunch, he would always pay attention to my Grandmother and have her sit on his lap as he talked to my Grandfather and Grandmother stayed in contact with Teddy until his death. So indirectly I am connected to Panama through my Grandmother.
That is something I thought I would mention.
With that said and now to get to what I would like to ask is what is the best Panamanian Citizenship I should apply for?
I was told the Pensiónado is the best?
My choice of location looks like it will be Bocas Del Toro and probably the Red Frog Marina, I say the Red Frog or what ever is the best and least expensive because at this point my intentions is to live on my sailboat and it seems to be the least busiest part of Panama but not so remote and a good location to sail North up to Cancun and shoot across the Caribbean to all points East and South not to mention the proper procedures on how to achieve all this!

Have you checked out Shelter Bay Marina in the old Ft. Sherman area?

This is their website link.  If you plan to apply for residency then this Marina puts you  closer to services you will probably need.

We are currently living on our boat in Bocas del Toro. In Bocas alone, there are 3 marina's and others further away. We love it here and you are certainly close to all the routes you mentioned.

I drove out last week - but went to San Lorenzo.  The road was terrible. I saw the cut to the marina , but kept going to get back home .  There’s prime property there gone to waste. Homes in shambles . But some wealthy investor will come and rebuild and make sure we never set foot again in that Area or think about ever living there . The bridge is about done and they working on that new road I guess to bocas del toro.

The pensionado program is a retirement program that you can apply for regardless of age with a minimum of $1,000 USD/month from a pension or social security.

There are other options as well depending such as the friendly nations program that can lead to citizenship after holding permanent residency for 5 years.
