Sure have, once neighbors聽 based down a local thief and beat the crap out of him. That was over running shoes he stole.

The second time a man was stopped in the middle of beating his woman and the family and neighbor men beat him until he was dead.

Yes, a higher level, all the way from symbolic(the government level), to EFFECTIVE!聽聽None of the Dominicans I know expect any justice at all from the cops or courts.
