What happens if you bring something in and they decide to charge you a fee, but you don't agree.  Do they just keep it and charge you anyway or just keep it?

I'm curious about that, too. I assume you're talking about hand-carrying in something via the airport or port? If so, I'd assume they would keep the item and not charge you. I suppose depending on what it is they could block your entry. I've never heard of anyone getting slapped with duty for items they carry in their luggage. Usually they wag their finger at you and warn you that next time you can't do that (and how are they going to remember you?), or if it's something like fruit, they just tell you to throw it away.

I think you'll have to be more specific about how and what you are planning on bringing in to get a good answer.
