Repair people are not allowed to make house calls during lockdown, nor will they open their shops to fix your equipment.

I used to live off Nguyen Thi Thap if you ride along from Lotte Mart towards Nguyen Van Linh keeping an eye out on the shops on your side there is an electric/repair shop I think its about halfway down if he survived the lockdowns.

Failing that when Nhat Tao Electronics Market open they can repair anything, but its a bit of a hike from you.

Tv is easy to repair and who knows HCMC museum may want the CD Changer聽 Is it a car CD changer they are very rare things nowadays.

mobifone side i think its near a break in the center I remember seeing it and doing a u-turn to stop there.
