cannot deposit money in my own bank

Yesterday i tried to deposit cash -- VND -- into my VietComBank account (a VND account). They told me I was not allowed to deposit money -- but i could withdraw (an oxymoron?). First they told me it has always been the case. When I showed that i deposited money last year, they said it was a new rule.
I could theoretically transfer money from my US-based bank, but the US bank says they cannot transfer out of the country unless i personally/physically go to the bank there to request the transfer.
So... now i am looking for ways to get money into my VN account. I have VND in cash (source ATM machines. i can move small quantities at a time from US as *cash*) ?? get a new bank??

The normal way is for a Vietnamese citizenn to deposit the VND into your account. Just go to the bank with a Viet friend and watch them deposit the money for you.

I just deposited little money(VND) as Time Deposit for 1 year in Vietcombank which kept in HSBC. I couldn't do it before because of the new rule. This time they allow to do that with my TRC and passport. Interest rate is 6% P.A.

one friend tried to transfer money to me electronically yesterday and was turned down.
but if they would accept that, i guess that would do (I only need to deposit like once a year or so).

If they start to refuse then have the Vietnamese friend explain that they bought a second hand computer, Iphone, suitcase or anything else that you think of and that this is them paying for it!

The rule is intended to stop money laundering and is in fact very badly thought out!

Just get a trusted local to open an account in their name for you to use. 

There are no banking standards, just tedious games all the time...
