Would like to know the cost per sq feet to paint a house in colombo ?

I would like to know the cost per sq feet to paint a house in colombo. Got a quote聽 for Rs 400/- per sq feet. Is this too high? 20 year old house, last painted in 7 years ago. 3 BR, 2 bath rooms, pantry, kitchen & dining.

The roof needs to be repaired and I am looking at following 2 options;
1. To replace the whole roof. Currently it is asbestos. Will it be costly to have tiles with insulation? How much will be the cost.
2. To buid a 2nd storey with 2/3 rooms + bathroom, pantry which can be used as a seperate unit to the ground floor. May need to have columns for the slab. Quote聽 for this is Rs140,00 000 (14m) for 1700sq ft + painting full house. Is this reasonable?
