Hi Ed, I believe there is a resto bar and hotel called Kingston Lodge just past the SM mall in Upper Carmen CDO聽 owned partly by an expat and frequented by expats. You might want to google them and see when expats meet there. I live in CDO but dont hang out with expats. My gf is good company. Good luck.
