A PLC would be an SARL and is incorporated at the Centre de Formalités des Entreprises (CFE) of the . You will need various documents from proof of ID, proof of address, articles of incorporation.

Most chartered accountants can do this for you and help you through the process.

My recommendation would be to go through a chartered accountant ( is a good start, put "expert comptable" in the first field and "974" in the second) which will walk you through the red tape both for incorporating (few red tape involved) and running the company (a lot more of red tape).
