DIplomats in Libya moving soon opening new legation
Hi all. Thanks for all the useful information posted on the Forum.
Most of the problems exposed here by expats are presented from the point of view of foreign employees of companies working in Libya.
The situation for diplomats is different and I'd like to ask a few questions for diplomats posted in Libya:
- Freedom of movement: Does the diplomatic visa allow for entries and exits from the country without the need of entry/exit visas? What about movement inside the country? Do we need permission to exit Tripoli and move around and visit the interior of Libya?
- Moving in: What was your experience with the customs clearing of your container? Was it inspected? Any taxes paid?
- Diplomatic license plates: How long did it take to obtain the diplomatic license plate? Was some kind of temporary permit issued in the meantime?
- Diplomatic ID: Is there some kind of diplomatic ID provided by the Foreing Secretariat?.
- Tax exemption: How is it managed there in Libya? Are Diplomats entitled to it?
- Security: Do police forces stop or harass in any way foreign Diplomats? Are police officers aware of the provisions of the Vienna Convention? Any cases of diplomats detained because of traffic accidents or other reasons?
- How much interest do the Libyan authorities take on the movements and activities of foreign Diplomats? I've heard about certain "Guardian Angels" that follow foreigners for "their safety".
- Are the authorities in the Foreign Secretariat hepful with the diplomats in general? Are things such as visas, IDs and other stuff managed quickly?
- Visits of family and friends: Do they have to present an invitation letter from the Embassy or they simply apply for tourist visas?
- Housing: Where do you prefer to live? In the city skirts such as Janzour or in the center, close to the diplomatic quarter? What about safety and protection of diplomatic residences?

The only diplomat here that I'm aware of is a guy named veechansa. He doesn't come around here often so if you don't get any other replies you might wanna look him up and shoot him a PM.

I would have thought that most, if not all of your questions could be answered by your own Ministry for Foreign Affairs

diplomats are free to go and back to libya as long they have diplomats passport and the card (card is an id you get from Ministry of Foreign Affairs
you are free to move inside the country ,,,BUTÂ not free to visit Yefrin or Alkufra
as you know , an american diplomats asked to leave the country 3 days ago becaouse he visited Yefrin
the libyan government gave him 48 hur to leave ,(kicked out)
you will be followed by secret police here (for u safty and for send information about your activities here ), and no police will stop you here ,
you will be very fine here , just don;t go to yefrin , and dont do any activities concerned with freedom ,democracy ect ect

Let's say my own Ministry of Foreign affairs is not as helpful as you guys, (by far). Besides, we are relatively new in Libya and I'll be the first diplomat posted there.

Hello Everyone...what is wrong with Yefren and al Kuf ? No expats are allowed there? What is there making it special? Am I allowed to ask these questions? If I am not supposed to ask, then the moderator can delete this post.

Welcome to forum and to Libya as well. I will try to answer your question as per my experience as diplomat here in Libya. I will reply to your queries one by one:
Freedom of movement:As far as entering Libya is concerned it depends upon any visa abolition agreement between your country and Libya. However, in order to come to Libya as a diplomat you will have to get an assignment visa from Libyan Bureau in your country (it again depends upon nature of abolition of visa agreement if any). Otherwise you may face some delays in getting residence visa here in Libya. Moving with Libya is no problem however you will have to inform Libyan authorities if you are going outside your city of posting for more than 70 KM. The procedure is simple and can be done by your Embassy in one day.
Moving in: I did not face any problem in clearance of my goods, although, those were not shipped by container but by air as unaccompanied baggage. For a container clearance you will have to apply for diplomatic exemption of duty / taxes on prescribed forms (in Arabic) along with details of goods in the container and original B/L. Once exemption is approved then your goods will not be subject to inspection and taxes, however, you may be asked for delay charges (if any) and inland transport charges.
Diplomatic license plates: Issuing of diplomatic number plates is again not a big deal here. It can be issued in a week or ten days time depending on submission of all the required documents. Usually all Embassies have one or more temporary numbers which may be available for you as well depending on availability with you embassy.
Diplomatic ID: Yes you and your spouse will be issued diplomatic ID along with your residence visas. You Embassy will submit your application along with required documents.
Tax exemption: Yes diplomats are exempted from any tax.
Security: I had a wonderful experience as diplomat in Libya, not a single incident with me or heard of any harassment by police. Infact everywhere diplomats are given a special treatment on the road, at the parking or moving around. I believe authorities in Libya are very well aware of provisions of Vienna Convention.
How much interest do the Libyan authorities take on the movements and activities of foreign Diplomats? As far as myself is concerned I have not witnessed any such activities.
Are the authorities in the Foreign Secretariat hepful with the diplomats in general? Yes of course ! Libyan Foreign Office is very helpful with matters of diplomats and all things are done in due course of time.
Visits of family and friends: For visits of family and friends you will have to process visas through Libyan Foreign Office applying on prescribed form. You would be required Arabic Translation on your friend / family passport (I learnt that recently this requirement has been withdrawn but there is no documented proof available). Visa will however be issued at Libyan Bureau in your country.
Housing: Janzour is a newly developed residential area. There are lot of embassies and residences of diplomats in Janzour. Another option can be of Gargaresh. You may also find residences of diplomats in Ben Ashour area as well. You may be able to find some cheaper accommodation in Janzour. You may also like to refer to various forum discussions on housing in Tripoli for further comprehension.
I hope above information will help you in planning your move-in to Libya.

Because they are kicked in the ars* (as in told to leave), which I 100% agree to and should be done. You're not allowed, why do you question something you don't need to know about. :lol:Wolrd of wonderlands!!!
Maybe he was told not to go there, for some reason, maybe it was not where he went, but what he did there... maybe someone just didn't like him, or wanted to send someone in Washington a message, we will probably never find out.
I will check twice with Lybian authorities before leaving Tripoli.
