Why don't you check with Etisalat yourself?

Several European providers have roaming agreements, inc. Vodafone, so it's possible.

I used my Vodaphone Sim for the first two weeks here, and in total it cost me about 200 British pounds to phone home (not everyday either, and not for long periods of time) Switched to Almadar and when I phone home it is about 35 pence a minute, which is much cheaper. Now I just use my Skype phone system for free

My Madar phone (post paid) works fine in UAE with Etisalat so I am sure the UAE Etisalat SIM would work here as well.

My Etisalat SIM is working fine here as well - both incoming and outgoing.
