This varies from State to State. In Queensland, children don't start Kindergarten (which is the academic year prior to Year 1) until they are aged 6. This means your son may be placed into Year 6 with entry into Year 7 once he turns 13. However, in Victoria and NSW, children are required to commence school if they turn 5 no later than July 31. This means that students in these States have commenced High School (from Years 7 to 12) if they turn 12 on or before July 31 of that year.  The following link pertaining to the Qld Department of Education which provides a lot of information pertaining to rules and regulations of schools in that State will assist you:

He will be assessed by the Qld school - school system varies a lot from state to state.
