USA visa for Russian

Does anyone know the best / fastest way to get a 3 year visa to the USA? My girlfriend is 61, has strong roots in Russia and it is only to visit in the winters as we have a full time flat in Russia. Time, cost and visa company info would be helpful.

Pony express and letter of invitation from UA citizen. You may call me for email if Anastasia. A Russian in New York.That did my 3 year visa. Here to Moscow.
